Maybe, it's also related to the cost of dental procedures. For example, in some post-USSR countries, getting a filling or even a crown costs $50-100 (might be cheaper if you don't care about quality).

I believe this is cheaper than in the USA by several orders.

As for flossing, what bothers me is that a lot of popular bands have PFAs, which is not exactly what you want to put into your mouth during a potentially blood-contacting procedure.

I live in Prague and the Czechs are just as proactive with dental stuff as Americans are. Maybe the french are uniquely nasty? (They are)
